Statistics Denmark is implementing the second phase of a Strategic Sector Program in Vietnam financed by the Danish Ministry of Foreign Affairs. Our partner is the National Statistics Office of Vietnam (NSO), which is the main producer of official statistics in Vietnam.

Long-term ambitions

The second phase of collaboration between Statistics Denmark and NSO aims to strengthen the role of NSO and enhance the statistical system's capacities in the data ecosystem. This will enable politicians to make informed decisions and support the development of the Vietnamese society in general and the just green transition in particular.

The second phase naturally builds on the results achieved in the first phase. During the first phase, opportunities of working with administrative microdata have been explored and the journey towards digitizing the statistical production of national statistics is still long. For the concept of using external administrative microdata to produce statistics at NSO there is still a strong need to build trust between the public institutions in sharing data for statistical purpose. In addition the basic structure of data landscape and classifications – as well as the overall legal framework to support enhanced exchange of microdata – must be in place before the development can really accelerate. To take the next steps there are no possibility of cutting corners or using advanced technology to solve the challenges. It is evident based on the learnings from Phase I that the mapping and streamlining of basic data and registers must be in place and well documented before any more advanced steps can be taken. 

Strategic outcomes

The project has three strategic outcomes:

  • Improved statistical frameworks (or systems) supporting a just green transition in Vietnam through strengthening NSO capacities to work with adequately and appropriately disaggregated survey and administrative data for statistics, for digitalisation processes and for communication.
  • NSO has strengthened their role as a trusted data provider, their capacities to cooperate and access relevant sector data, and their provision of relevant and in-demand statistics to government, private institutions and the general public relevant to a just green transition.
  • Accelerated required decisions on viable data-solutions for the data ecosystem including but not limited to those of relevance to a just green transition enabled by partners through exposition to Danish data-solution companies and the Danish Public Private Partnership (PPP) data-ecosystem of statistics.

Areas of collaboration

Strengthening NSOs capacity and the national statistical system to work with administrative and survey data for statistical purposes is  done by improving the economic modelling, digitalising prioritised statistical processes, working on IT and data security issues, improving their quality work, and providing technical support to the further development of the implementation of The System of Environmental Economic Accounting (SEEA).

Besides, bilateral relations and green diplomacy in support of NSO’s role in delivering statistics relevant to the green transition will be enhanced through high-level meetings, conferences and study visits.
